NORFOLK, Va. — A Portsmouth man is facing charges after an AMBER alert was issued and canceled for an infant girl who was abducted from Norfolk Sunday morning.
Delsean Mickle, 35, has been charged with child neglect and abduction, the Norfolk Police Department said. His arrest comes after Delysia Solei-Promise Jones, a 7-month-old girl, had been found safe in Suffolk.
Mickle is charged with child neglect and abduction in Norfolk and reckless endangerment of a child in Suffolk.

In an earlier release Sunday, police said Jones had been abducted around 7:30 a.m. on Washington Avenue by Mickle. Authorities believed the child was "in extreme danger" at the time and an AMBER Alert was issued.
Mickle was arrested in Suffolk around 1:00 p.m., but the child wasn't with him at the time. According to police, the 7-month-old was found safe at a family member's home in the 6300 block of Whaleyville Boulevard and then returned to her mother.
According to the Norfolk Police Department, Mickle "is known to the infant."
Family friends tell 13News Now that Mickles is the child's father, but Norfolk police have not confirmed this information.
Kenneth Miller, a retired Petersburg Police Chief with 40 years of experience in law enforcement, said the relationship to a missing and endangered child is not what determines an investigation.
"When someone is in peril and we're talking about a child, it doesn't matter who the offender is - it's incumbent upon law enforcement to do everything at their disposal," said Miller.
The Norfolk Police Department said Mickle is being held at Norfolk City Jail without bond. No one was injured in the incident.
