2 people charged after shooting that left Norfolk police officer, suspect hurt

A man and a woman have been charged in a shooting that injured a Norfolk police officer and a suspect.

NORFOLK, Va. — Two people have been charged in connection to a police-involved shooting that happened Saturday, according to the Norfolk Police Department (NPD).

Samuel Burton, 29 and Cassandra Smith, 23, are facing charges for a shooting that injured a Norfolk police officer and a suspect.

On Saturday at around 3:15 p.m., Norfolk police officers went to Arcadia Street to help Child Protective Services with an investigation.

When officers arrived they found a woman, later identified as Smith, being "combative," according to Norfolk Police Chief Mark Talbot. Then, a man came out of a home and reportedly starting shooting at officers. Officers shot back at the man, hitting him multiple times.

One officer sustained multiple gunshot wounds. Police say the officer is expected to recover. The man who shot at police, Burton, was also injured. He was transported to the hospital with a life-threatening gunshot wound. 

Burton has been charged with attempted aggravated assault on a law enforcement officer, malicious wounding of a law enforcement officer and use of a firearm. Smith was charged with two counts of conspiracy to commit aggravated assault on a law enforcement officer, disorderly conduct and obstruction of justice.

Burton will be transported to the Norfolk City Jail and held without bond once he is released from the hospital. Smith is currently in Norfolk City Jail without bond.

While Norfolk police haven’t identified the injured officer, community members are sending him well wishes.

“He’s a genuine person, a person you’d like to meet behind the badge. Off of work, he’s still the same guy, same person," said James Washington Jr.

Washington told 13News Now he knows the officer through his work with the anti-violence organization "Guns Down."

“He’s out there with us in the community a lot. Ninety percent of the time, he’s out there with us," Washington said.

Virginia State Police is investigating the shooting.
