Emergency responders in Newport News deadly shooting 'did not live up' to conduct standards, officials say

One neighbor told 13News Now the victim laid hurt on the ground for roughly an hour before first responders took him to the hospital.

NEWPORT NEWS, Va. — The response of Newport News emergency personnel is in question six months after a deadly shooting.

The shooting in question happened on Oct. 15 in the 1000 block of Garden Drive off Roanoke Avenue. There, Newport News police say officers found 39-year-old Quandrell Williams with multiple gunshot wounds.

Williams died in the hospital ten days later.

13News Now spoke to one neighbor who witnessed the aftermath of the shooting. The neighbor, who wished to remain anonymous, believes first responders didn't act quickly enough to help Williams.  

She said the victim laid hurt on the ground for roughly an hour before first responders took him to the hospital.

“It was definitely about an hour and some change before anybody took him away," the neighbor recalled. "I remember asking, ‘Why was he still out there? Why wasn’t anybody giving him help?”

13News Now reached out to the City of Newport News, along with the fire and police departments for more information.

In a written statement to 13News Now, a city spokesperson said emergency personnel "did not live up to Newport News’ Standards of Conduct in responding to his injuries."

The spokesperson didn't say why their response to the shooting was inadequate or how many were involved.

According to the spokesperson, the city has taken "appropriate corrective action" but they didn't specify if the personnel are still employed or what their positions were. 

"There are no words to convey our sorrow for Mr. Williams’ death," the spokesperson wrote. "His homicide remains an ongoing criminal investigation that we hope will conclude in the successful prosecution of his killer."

The fire department and police department have yet to respond to 13News Now's inquiries.
