Chesapeake OBGYN’s previous tax evasion case may have foreshadowed the future

Archived court documents from Javaid Perwaiz’s tax evasion case shed light on his criminal history.

CHESAPEAKE, Va. — Former OBGYN, Javaid Perwaiz is facing a number of charges for performing unnecessary surgeries. He was also with healthcare fraud and aggravated identity theft. An oncoming indictment could bring even more charges and alleged victims.

But a look into his past criminal history may have foreshadowed a lot of the current charges today. 

Court documents from the 1990s show a federal grand jury indicted Perwaiz on six counts of filing and signing false tax returns. Four of those charges were dropped as part of a plea agreement.

According to court documents, Perwaiz purchased jewelry, furniture, lingerie, rugs, china, paintings and other items, and later listed them as business expenses. Court documents revealed he later listed the items as deductions on his corporate tax returns.

Documents reveal Perwaiz bought a red Ferrari and claimed the nearly $85,000 cost was for an ultrasound machine and other medical equipment. Documents also showed that Perwaiz purchased a Mercedes Benz and reported the expense as a payment for business malpractice insurance.

Other documents showed Perwaiz had altered invoices. In one he paid $15,000 for kitchen cabinets in his home and claimed they were for his medical office. Another invoice cost more than $1,000 for his home shrubs.

Perwaiz's medical license temporarily was suspended after the felony conviction. A court order required Perwaiz to perform 16 hours of community service each month that he had to work off at the Portsmouth Health Clinic. During the time, Perwaiz's patients wrote hundreds of letters to support him.

One letter read that Perwaiz "performed a hysterectomy after an ultrasound indicated I had fibroid cysts and tumors." Another letter stated, "Dr. Perwaiz told me I had pre-cancer cells and needed surgery." A third letter said, "I had emergency surgery the following day for the removal of a very large ovarian cyst."

After the tax evasion charges were revealed and patients, co-workers, and healthcare business officials defended Perwaiz, today he is accused of performing unnecessary procedures. 

Investigators said Perwaiz performed a high volume of surgeries each day and that he scared his patients with words like "tumor" or "cancer." Investigators said in some instances Perwaiz even altered ultrasounds to justify surgery.
