Coastal Flood Advisory affecting Hampton Roads expires

In the midst of a drought, Hampton Roads received a good, soaking rainfall, and tidal flooding occurred for some areas during high tide this past weekend.

NORFOLK, Va. — The 13News Now Weather Team declared Thursday and Friday as "Weather Alert Days," due to expected heavy rain, gusty winds and tidal flooding.

After almost two months without a good, soaking rainfall, the Hampton Roads region is about to get one.

As an upper-level low sparks widespread moderate to heavy rainfall, coastal areas in Virginia and North Carolina — including Tidewater, the Eastern Shore and the Outer Banks — will see an increased risk of coastal flooding.

11:30 p.m. Sunday —  NC12 Reopens

NCDOT announces that the entirety of Highway NC12 is now reopened. 

2:30 p.m. Friday — Weather Alert Day ends 

Weather Alert Day has ended. However, a Coastal Flood Advisory for Norfolk, Portsmouth, Hampton, Poquoson, Suffolk, and Chesapeake remains in effect until 4 p.m. on Saturday.

9:07 a.m. Friday — Flooding on Hampton Boulevard and Magnolia Avenue in Norfolk

7:57 p.m. — Flooding on Llewellyn Avenue in Norfolk

Several cars were stalled on the side of the road after trying to pass through the area of Llewellyn Avenue known for flooding, near the Haven Creek Boat Ramp.

4:14 p.m. — Dare County Schools Friday Remote Learning Day

In Dare County, North Carolina, students will attend school virtually on Friday due to "anticipated inclement weather," and all after-school programs and activities scheduled on that day are canceled as well.

4:14 p.m. — Currituck County Schools closed Friday

The Currituck County School District issued an Inclement Weather Notification to its students, families and staff, alerting them that school and all after-school activities and programs scheduled for Friday have been canceled due to threats of strong gusty winds, heavy rainfall, and coastal flooding.

3:29 p.m. — City of Norfolk opens a downtown garage

The City of Norfolk opened the York Street Garage at 215 West York Street for residents looking to move vehicles out of flood-prone areas until Sunday, Nov. 17, at 5 p.m. due to the National Weather Service forecasting strong winds and heavy rainfall for the area.

11:03 a.m. — Cape Hatteras National Seashore warns drivers and beachgoers of potential hazardous impacts

Cape Hatteras National Seashore has urged people to use caution Thursday through the weekend, especially when traveling along vulnerable parts of N.C. Highway 12 through early Saturday morning. Visitors are also asked to avoid some beach areas due to potential pieces of debris during and after storm conditions.

Cape Hatteras officials say that the Dare County Sheriff's Office has already reported overwash at the north end of Buxton Village.

Weather Alert Day: Thursday and Friday

The National Weather Service (NWS) issued a Coastal Flood Warning for coastal Virginia and northeast North Carolina from 6 a.m. until  6 p.m. Friday. 

Look for showers to develop from west to east across the area Thursday afternoon, starting on the lighter side and becoming moderate to heavy at times past sunset. A wet Thursday evening commute can be expected across most of Hampton Roads.

The heaviest of the rain looks to move through overnight Thursday into early Friday morning, perhaps lending more impact to the Friday morning commute.

Impact:

Rainfall totals are expected to be in the range of 1-2" across most of the area, with higher totals possible locally.

Flash flooding concerns are low since recent dry conditions will allow for the ground to absorb the rain in most areas.

Winds will be a minor issue, out of the east-northeast with gusts approaching 40 mph, especially at the coast. 

Tidal flooding is expected for the high-tide cycles on Thursday and Friday. Current forecasts call for moderate tidal flooding during the Friday morning high tide.

Be alert for road closures and traffic delays, and plan extra time for your Thursday evening and Friday morning commutes.

Be aware of the possibility of property damage to low-lying areas and shoreline erosion.
