NORFOLK, Va. — The Virginia Department of Transportation (VDOT) is closing several ramps along Interstate 64 eastbound in Norfolk during the overnight hours this week.
The closures are a part of the construction of the Hampton Roads Express Lanes (HREL) in Norfolk. The estimated schedule for this work includes the full closures of the following ramps until Feb. 9, from as early as 8 p.m. to as late as 5 a.m.:
- I-64 east off-ramp to Granby Street (exit 276A)
- I-64 east ramp from I-564 east
- I-64 east on-ramp from Patrol Road
- I-64 east on-/off-ramps to/from Tidewater Drive north/south (exit 277A/B)
“Those are needed in order for the contractor crews to be able to complete the road widening as well as the bridge work…including the barrier installation and the lane striping,” Nina Ullrich with VDOT told 13News Now.
Ullrich said the construction of the HREL in Norfolk is happening between Tidewater Drive and Patrol Road.
“It’s in this two-mile segment where the existing inside shoulder is being converted to a part-time shoulder express lane to run alongside the three general purpose lanes in both directions,” Ullrich said.
The Norfolk segment will be a part of the overall HREL network, which VDOT describes as a 45-mile network of express lanes along I-64 starting in Newport News and ending in Chesapeake. The express lanes aim to transport more people through the region, while alleviating congestion.
During the closures, signed detour routes will be in place. Ullrich said while crews work on this project, drivers can expect to see traffic shifts and more ramp closures in the future.
“We're going to see closures through the life of this project which is estimated to be complete in early 2026,” Ullrich said.
