NC lawmakers look at lottery money allocations

State law directs profits go to class-size reductions in early grades and the More at Four preschool program, to local school construction and to need-based college scholarships.

RALEIGH, N.C. (AP) -- Five years after the North Carolina Education Lottery began selling tickets, some legislative leaders are asking if it's time to refigure how the money is allocated to public education.

Republicans like Rep. Harold Brubaker of Asheboro, who is the chief House budget-writer, say he and others are discussing if the money should go to one initiative or shift around depending on each year's needs. The net profits reach $400 million annually.

The lottery law directed that half the profits go to class-size reductions in early grades and the More at Four preschool program. 40 percent goes to local school construction, and 10 percent to need-based college scholarships.

Adjustments have been made to deal with declining tax collections. More lottery money went to classrooms last year and less to school construction.
