VIRGINIA BEACH -- It's been more than three years since Det. Michael Phillips was killed in an undercover drug operation in Va. Beach.
Wednesday afternoon, the community will pay tribute to his life by dedicating a memorial at Green Run Square Shopping Center, where he was gunned down on August 7, 2008.
In the hours following his murder, people from across Hampton Roads placed notes and letters of gratitude and sorrow, flowers, crosses and other mementos in the parking lot.
Two companies, including USA Discounters, developed the site and converted the space into an island planter, which was completed in late March.
The dedication ceremony is at 4:00 p.m. today, the same day his son Bristol turns 11.
