RICHMOND, Va. — Two bills related to handgun purchases and online permits advanced through a House of Delegates committee on Friday.
SB 69, which would limit the purchase of a handgun to one a month, passed the House Committee on Public Safety by a 13-9 vote.
SB 263 removes the option for someone to get a concealed handgun permit "by completing an electronic, video, or online course conducted by a state-certified or National Rifle Association-certified firearms instructor."
That bill passed the House Committee on Public Safety by a 13-9 vote.
The limitation on handgun purchases bill exempts a person who has been certified by the Department of State Police under certain circumstances and with an enhanced background check, law enforcement officers, correctional facilities, private security companies, a person with a valid concealed handgun permit, private and antique sales.
On Tuesday, lawmakers voted to ban the sale of assault weapons and ban high-capacity magazines.
House Bill 961, makes it a Class 6 felony for anyone to buy or sell most semi-automatic guns and accessories after July 1, 2020.
The assault weapons ban bill moves to the Senate. Some Democrats said they won’t support it. Governor Ralph Northam has supported the bill since the beginning.
