KILL DEVIL HILLS, N.C. — A redacted 911 call transcript shows new details about the moments before a Dare County Sheriff's Office (DCSO) deputy used a stun gun and then shot a woman on the Outer Banks, after reports that she was acting erratically while wielding a knife.
On March 17, authorities responded to reports of a "suspicious person" in the private Colington Harbour community in the Colington Islands area of Kill Devil Hills.
According to the DCSO, "... the deputy made repeated attempts to talk to this individual; however, she would not comply with commands. At that point, the deputy deployed their taser and then fired their weapon, striking the female. She was transported to The Outer Banks Hospital for care."
The response originated from a caller who explained a woman was on her property acting "erratically" while holding a knife.
Through a records request, 13News Now obtained the initial emergency dispatch call, where two callers and a 911 dispatcher walk through the unfolding scenario.
"Get off our property," is how the call begins before the callers and dispatcher start talking.
The callers proceed to accuse the woman of taking pictures of them.
Dispatcher: Do you know who she is?
Caller: No idea she has a knife and she just came up randomly like accusing us of some outlandish stuff taking pictures of me and uh, and I would just appreciate if you came and took care of this lady. She is crazy.
Dispatcher: I understand, someone else is gonna send help while I’m talking to you. So you have no idea who she is, but she has a knife?
Caller: No idea who she is. She does have a knife on her.
Caller 02: She’s got a knife and there’s children outside out across the street.
The caller continues talking about the woman's actions and once again references the supposed pictures taken.
Caller: But she said she heard screaming. She said she heard screaming, and that she’s concerned about human trafficking coming from our property which is obviously not true. But you guys are more than willing to check for that.
Dispatcher: Alright I understand.
Caller: But she took pictures of me she took pictures of me and is claiming that and that can be a defamation case and I want her to delete the pictures.
Caller 02: She’s stalking our driveway.
Caller: Yeah, she just came in the backyard. My dogs were freaking out. It just seems she’s cooked out on something.
Dispatcher: Ok where is she right now (REDACTED).
Caller: She’s standing in the road outside my driveway. Just walking around. And I really want her to delete these pictures.
The callers then tell the dispatcher that their priority is to get the woman help.
Dispatcher: Is she anywhere near the children you said were outside.
Caller: No, I don’t think she crazy like that –
Caller 02: She’s having a mental break.
Caller: -- Somethings going on. Like I don’t want anything to happen to her. I just want to get her help.
Dispatcher: Right right, you said there were kids there I just want to make sure the kids are safe.
Officials with the DCSO could not give an updated medical status on the person shot.
The deputy involved is on administrative leave from the DCSO pending the outcome of an investigation.
