VIRGINIA BEACH, Va. — All precincts are reporting results in Virginia Beach, and multiple city council races show who is leading. Provisional ballots still need to be counted, and results are unofficial until the races are certified.
Of the 10 local election districts in Virginia Beach, 13 candidates from districts 1, 3, 5, 7, and 8 ran for city council this year.
Here’s who currently leads in each district:
District 1
In District 1, Current council member David “Hutch” Hutcheson defeated challenger Ryan Gilliam, 61% to 39%.
As a retired Virginia Beach fire chief, Hutcheson said his top priority is maintaining the safety and well-being of every citizen and visitor in the city.
District 3
In District 3, incumbent Michael Berlucchi fended off two challengers -- veteran firefighter Cleon Jones and public school educator Christina Felder -- continuing his stint on the council since elected back in 2019.
Berlucchi’s campaign focused on affordability for Virginia Beach’s residents and families. He received the backing of the Hampton Roads Black Caucus as well as law enforcement political action committee Thin Blue Line Virginia.
District 5
Rosemary Wilson is hoping to continue to represent District 5, as she currently leads challenger L.G. Shaw by about 1,000 votes, leading 52.48% to 47.52%.
For the last two decades, Wilson has served the city of Virginia Beach in several capacities. She was on the city’s school board from 1996 until 2000, when she was elected to the city council. She’s served on the council since and was appointed Vice Mayor in 2023.
District 7
Voters in District 7 appear to have chosen Calvern “Cash” Jackson-Green for city council over legislative aide Mabinty Saffie Scott.
Jackson-Green has touted a people-first approach to his new role as a councilmember, vowing to prioritize the citizens of Virginia Beach and the issues of high importance to the community. He looks to make the city a safer, better, and more affordable place to live.
District 8
Stacy Cummings is holding a commanding lead over a crowded District 8 race, currently in front of Cody Conner, Phil Hines, and small business owner Leland Jones.
Cummings was a partner and the Vice President at Priority Auto Group, which he founded in 1998. Cummings brings with him experience as a Military Policeman in the U.S Army.
Current results show Cummings with 50% of the vote, with Hines at 24%, Conner at 19%, and Jones at 6.77%.
