Virginia Beach City Council approves beach access relocation to make way for Westminster-Canterbury expansion

The controversial $450 million project would be an expansion to Westminster-Canterbury's existing property on Starfish Road.

VIRGINIA BEACH, Va. — A senior living facility in Virginia Beach is looking to move forward with a new 22-story tower on Shore Drive, but public beach accessibility is a concern.

On Tuesday night, Virginia Beach City Council voted 9-1 to approve Westminster-Canterbury's "ordinance of relocation" for preferred public beach access for the retirement community.

The controversial $450 million project would be an expansion to Westminster-Canterbury's existing property on Starfish Road. It would also be the third-tallest building in Virginia Beach.

Westminster-Canterbury said it is putting $100,000 toward the new beach access ramp, which will be wider and have ADA-compliant lighting.

Revenue estimates from this project are $ 1 million yearly to the city.
