Virginia Beach woman charged after one person killed, two injured in weekend crash

A serious, two-vehicle crash on Providence Road killed one person and landed two in the hospital Sunday morning.

VIRGINIA BEACH, Va. — A woman is facing charges after an early Sunday morning crash in Virginia Beach claimed the life of one person and sent two to the hospital.

Virginia Beach police said a two-vehicle crash between a Toyota sedan and a Chevrolet SUV happened in the 4800 block of Providence Road, near Newmarket Drive at 3:28 a.m.

Felicia N. Parrish, who was in the Toyota, died at the scene. A second woman was rushed to a nearby hospital with serious, but non-life threatening injuries. The driver of the Toyota was transported to the hospital as well, treated for minor injuries and released.

“She was just such a good person and would do what ever you needed her to and always put others before herself,” said Kimberly Woods, one of Parrish’s best friends. “It’s very ironic and unfortunate that she was killed by a drunk driver because I know Felecia would never drive drunk.”

The driver of the Chevrolet has been identified as 22-year-old Caytlin K. Emmett-Wallace, who sustained minor injuries and was treated at a local hospital. 

Police arrested Emmett-Wallace on charges of Driving Under the Influence, Maiming as a Result of Driving Under the Influence and Involuntary Manslaughter.

She is currently being held without bond at the Virginia Beach Sheriff's Office Correctional Facility.

According to Virginia Beach Public Schools, Felicia Parrish had worked in the school counseling office at Old Donation School since 2015. Parrish was also a School Office Assistant and worked in the Art & Dance Office according to the school website.

“She just talked about how she loved the kids so much, she loved everyone there, they are like family,” said Woods.

A letter sent home to parents on Monday said Parrish "was a talented woman who made a positive difference at ODS in myriad ways."

The letter added that counselors will be made available for any students who may need one.
