VIRGINIA BEACH, Va. — A man who had a medical episode while in custody at the Virginia Beach Correctional Center (VBCC) has died, officials confirmed to 13News Now.
Virginia State Police's confirmation of Hill's death comes a day after Virginia Beach Sheriff Rocky Holcomb said 34-year-old Rolin Hill had been hospitalized last Tuesday.
Court records show Virginia Beach police arrested Hill at a Virginia Beach 7-Eleven on June 4. Management asked Hill to leave and police say he was offered a ride home multiple times. Officers tried to arrest him when he refused to go.
The documents state Hill then began fighting the officers and reached for their equipment.
Hill was arrested on trespassing, resisting arrest and disorderly conduct charges. Virginia Beach police brought him to the jail around 7:15 p.m. Tuesday and he was subsequently denied bond, leading him to be booked in (VBCC) at around 8:20 p.m.
Due to Hill's allegedly "uncooperative and combative" behavior, Sheriff Holcomb said he needed to be restrained for "his safety and the safety of the arresting officers and jail deputies."
Hill suffered a medical emergency at around 8:45 p.m., prompting "immediate aid" from medical staff and deputies at the jail. He was then brought to Sentara Princess Anne Hospital for further treatment.
The Virginia Beach Sheriff's Office said the 34-year-old was released from their custody and the charges were dismissed on Wednesday — the day after the incident.
A Sentara Health Spokesperson confirmed Hill died in the hospital, though it's not clear when he died between June 5th to June 10th.
According to VSP, Sheriff Holcomb asked the agency to investigate Hill's arrest and booking process. VSP said the investigation is ongoing at this time and that Hill's remains have been taken to the Office of the Medical Examiner for examination and autopsy.
Once VSP's review is done, the Virginia Beach Commonwealth's Attorney's Office will do a final review and adjudication.
"Upon the conclusion of [VSP's] investigation, the Commonwealth Attorney’s Office will conduct a review to determine whether criminal charges are appropriate," a statement provided to 13News Now reads. "We are prohibited from discussing pending investigations and prosecutions, but will provide an update at the appropriate time."
Sheriff Holcomb said in a statement to media Sunday, he plans to be transparent with the results of the investigation.
"We are investigating the incident with Rolin Hill and are committed to a full and comprehensive investigation, which is why I have asked Virginia State Police to conduct an independent review," Sheriff Holcomb said in a prepared statement. "I cannot comment on the specific facts of the case at this time due to the need to preserve the integrity of the investigation. As always, I am committed to full transparency with the community and will be open with the findings when the investigation is complete."
The incident is also under investigation by the Virginia Beach Sheriff’s Office Professional Standards Office.
