Former Virginia Beach fire chief declares victory in District 1 City Council special election

The election came after former Councilman Rocky Holcomb resigned to take over as Virginia Beach's sheriff in September.

VIRGINIA BEACH, Va. — Former Virginia Beach Fire Chief David Hutcheson is leading in the special election for the first district City Council seat, a race to replace former Councilman Rocky Holcomb.

According to the Virginia Department of Elections website, Hutcheson has 47.3% of the vote, compared to attorney John Napier's 38.74% and entrepreneur Teresa Gladney's 13.68%. More than 91% of the precincts are reporting results.

The election came after Holcomb resigned to take over as Virginia Beach's sheriff in September, after serving in the role of chief deputy since 2018.

In a Facebook post late Tuesday night, Hutcheson declared victory in the City Council election, saying "I want to express my gratitude to all that have helped, loved and supported me in this endeavor... you have my word I will work diligently for the citizens of Kempsville and Virginia Beach!"
