Investigation into ex-Virginia Beach economic development director's travel expenses

The city manager said a comprehensive review of department financial records revealed that some of Chuck Rigney's travel expenses didn't align with city policy.

VIRGINIA BEACH, Va. — An investigation is getting underway into the travel expenses of Virginia Beach's former economic development director.

Chuck Rigney announced his resignation back on July 24, after less than six months on the job. Virginia Beach City Manager Patrick Duhaney said a comprehensive review of department financial records revealed that some travel expenses didn't align with city policy.

"As you all know, any abuse by city staff of the privilege to travel and represent the City of Virginia Beach will not be tolerated," Duhaney told Virginia Beach City Council. "And we have checks and balances in place, so we're grateful we were able to catch this before it got out of hand."

Duhaney said the city auditor will do an investigation and the findings will be made available to the public. Meanwhile, a nationwide search is underway to find a new economic development director.
