PORTSMOUTH, Va. — Heads up, Portsmouth drivers. Part of Effingham Street is closed because of a multi-vehicle crash, the Portsmouth Police Department (PPD) confirmed Monday.
Details are limited, but the road is closed between South Street and I-264.
