NORFOLK, Va. — Ten days after Election Day, a candidate for Norfolk City Council to represent Superward 7 is starting the process to request a recount.
Phillip Hawkins Jr. is currently only 92 votes behind Carlos Clanton. Between Hawkins and Clanton, the margin is just 0.25%, which falls in between the 1% margin needed under Virginia law to request a recount.
"Every single vote matters, and it’s essential that we ensure each vote is accurately counted and that the full legal process is honored,” said Hawkins. “This race reflects the voice and will of the people of Superward 7, and I am committed to upholding that voice by pursuing a recount to guarantee fairness and accuracy.”
Meanwhile, Carlos Clanton declared himself the victor of the race in another announcement a few minutes later. But he addressed the potential for a recount, saying he is certain the results will hold.
"I know that Mr. Hawkins has requested a recount," Clanton said in his statement. "I observed the count today from noon until its completion at 7:25 p.m., and I am confident that the election results will stand. All candidates were offered the same opportunity to observe the election count, ensuring transparency and integrity throughout the process."
But he also mentioned his vision for the future, with himself representing Superward 7.
"I encourage everyone to stay connected with me as we move from election mode to service mode as the newly elected representative for Superward 7," he said. "Together, we will work to address the pressing issues facing our city, including enhancing public safety, expanding affordable housing, driving economic growth, and building environmental resilience."
Hawkins will begin the recount process on Monday, he said, where he'll file the petition for a recount.
