A $120 million, 22-story building called River Tower will be built in Downtown Norfolk on Colley Avenue and Southampton Avenue. It will serve as an extension to the existing retirement community, Harbor’s Edge.

NORFOLK, Va. (WVEC) -- A new tower will join Norfolk’s skyline next year.

A $120 million, 22-story building called River Tower will be built in Downtown Norfolk on Colley Avenue and Southampton Avenue. It will serve as an extension to the existing retirement community, Harbor’s Edge.

“I knew there was a pent-up desire or demand for a retirement community in the city of Norfolk,” said developer Neil Volder.

135 apartment units will be included in the tower with a minimum price tag of $800,000. Volder said 51 units have already been sold.

River Tower will add an additional 500,000 square feet to Harbor’s Edge's existing 500,000 square-foot facility.

Construction will begin summer 2018 and residents will be able to move in summer 2020.
