NORFOLK, Va. — An investigation is underway after a body was discovered in the Willoughby Bay Monday afternoon.
The Norfolk Police Department says that the body was found floating in the waterway near 1500 Bayville Street shortly after 1:30 p.m.
Officials have not yet determined how the person died, but no foul play is suspected.
The man was identified as 63-year-old Stephen D. Queen of Norfolk.
