Why are flags at half-staff on Friday in Virginia?

VIRGINIA BEACH, Va. — Flags are flying at half-staff on Friday in remembrance of a state delegate from Hampton Roads who died last month.

Gov. Glenn Youngkin announced Thursday that flags should be flown at half-staff on all state and local buildings and grounds from Friday at sunrise until sunset. 

It is to be done "in memory and respect" of Theodore “Ted” Virgil Morrison, Jr., who represented Newport News in the Virginia House of Delegates for 20 years.

According to his obituary, Morrison was also a graduate of Newport News High School, served in the Army National Guard and Army Reserve and was actively involved in his community.
