CHESAPEAKE, Va. — Chesapeake Police said that 14-year-old Deborah "Abby" Jenkins was located and found safe on Tuesday evening.
They said they are still looking for James Bell, the 41-year-old man she was last seen with.
Bell, a Tier 3 sex offender on Virginia State Police's sex offender registry, was charged with rape and object sexual penetration in a 2011 case that landed him on the registry. Years later, court records show he was also charged with assault on a law enforcement officer after colliding with a police officer during a chase. He also faced charges of felony hit and run, and malicious shooting for a separate incident in 2018.
According to Jenkins' biological sister Veronica Ferris, Jenkins has run away from home before, but never more than a couple hours and typically when she was still reachable through other friends in the community.
Jenkins' case is the sixth CODI Alert issued since the system's implementation. All six people were successfully found safe.
