Norfolk top spender on public art in Hampton Roads

NORFOLK -- A 13News Now investigation has found cities in Hampton Roads are spending big money on art in public spaces and government buildings.

Of the seven cities, Norfolk far outpaces the others in total spending.

Between January 2013 and September 2014, the city spent more than $500,000 on public art.

"Norfolk has a rich history of caring about what our public spaces look like and enhancing them in that way," said Karen Rudd, director of the city's public art program.

Other cities are spending money to decorate city office buildings.
