VIRGINIA BEACH-- The Navy says the commanding officer
of the amphibious dock landing ship Gunston Hall has been relieved
of duty.
Cmdr. Fred R. Wilhelm was reassigned to administrative duties
after an investigation into allegations of sexual harassment,
simple assault and conduct unbecoming an officer. The action was
taken Thursday during an admiral's mast held by Rear Adm. Dave
Thomas, commander of Naval Surface Force Atlantic.
The ship's former executive officer, Cmdr. Kevin S. Rafferty,
and former command master chief, Wayne Owings, received nonjudicial
punishment for failing to act after observing inappropriate
conduct. Owings also faced sexual harassment and simple assault
charges. They have been reassigned to administrative duties.
