GLOUCESTER -- A woman was found shot to death in her Gloucester home Wednesday night and authorities have arrested her neighbor.
Karen Kelly, 48, was found in the home on Hickory Fork Road on Wednesday.
People in the neighborhood said she had a history of terrorizing the neighborhood and they believe Richard Earl Witcher had had enough.
'It comes down to he was protecting his family,'said Megan Vought.
'He was in fear for his life and his family's life,'said Tony Fibbiani. 'I reckon he just snapped. From what Ihear, she had a contract on Ricky's family.'
Deputies wouldn't confirm any of the neighbors' allegations.
Gloucester sheriff's deputies and Va. State Police investigation is continuing.
Witcher is charged with First Degree Murder and Use of a Firearm in the Commission of a felony.
