Feds: Locally based sailor planned to kidnap, rape boy

Federal agents say with some assistance, Alan Strieper intended to abduct a young boy and have sex with him.

NORFOLK -- Flanked by sheriff's deputies, Alan Strieper left United States District Court Thursday afternoon. The 24-year-old sailor assigned to USS San Antonio is accused of making plans to abduct a young boy and have sex with him, helped by someone who chatted with Strieper on-line. That person is a source for Immigrations and Customs Enforcement. Strieper was arrested Friday, February 5, the day he supposedly arranged to pick up that source at Norfolk International Airport.

Paperwork filed in federal court alleges the Strieper engaged the source in conversation a few months ago in an Internet forum'which allows individuals interested in young boys to chat and share stories relating to their interests in young boys.' The documents include transcripts of some of those discussions. Agents say Strieper, using the on-screen name 'Paul P,' talked about his collection of pornography and his desire to have sex with young children, boys, in particular.

On December 1, 2009, Strieper allegedly asks, 'Have you ever thought of just grabbing a nice cutie that is walkiing home from school or something?'

Investigators contend the 24-year-old, in fact, suggested the pair might want to grab a child as he was coming from or going to school.

According the the chat transcripts, 'Paul P' writes, 'So far I think we have to (to) pick a location, study it and the kids there and there routines...Perhaps there is some loner kids...I mean once we are going to the location getting ready for the real thing we have to be quick in getting him so it's not noticable...Once we have him we can take basicly as long as we want.'

During a later chat, Strieper supposedly said, frankly, 'I can't wait to rape a little boy.'

Investigators say the on-line chats mention the possibility of recording or photographing the attack they allege was to take place.

Strieper is in custody awaiting trial.
