Man reports kidnapping to Elizabeth City police, then arrested, charged after investigation

A man reported a possible kidnapping of his girlfriend on Monday. After investigations, he was found to have attempted kidnapping a 15-year-old.

ELIZABETH CITY, N.C. — A man has been arrested and charged after reporting a possible kidnapping to Elizabeth City police on Monday.

The Elizabeth City Police Department (ECPD) says around 7:10 p.m. Enamorado Javier Portillo approached officers standing outside of the police department and wanted to report a possible kidnapping of his girlfriend.

ECPD says the information Portillo was supplying was "vague" and his demeanor and lack of concentration led officers to believe he may be under the influence. 

Later, a witness came to the police department and reported observing Portillo attempting to grab and chase a boy in the 100 block of West Main Street. The boy ran away and Portillo fled the scene.

While investigating the alleged attempted kidnapping, police received a call confirming the incident. The guardian of a boy living in the 400 block of Pearl Street reported an attempted kidnapping by a man matching Portillo and his van's description. 

Police say their investigation revealed that a 15-year-old was allegedly grabbed by Portillo on West Main Street and pulled toward his van. The minor was able to fight off Portillo and run away.

Portillo was arrested and charged with possession of drug paraphernalia, driving with a revoked license, and second-degree kidnapping. His bond has been set at $25,000 with a first court appearance scheduled on November 14.
