Norfolk Circuit Court Judge Everett Martin started an explanation of his order by writing: "There is, after all, a third certainty in life: acrimony among public officials in Portsmouth will find its way into the press.”

NORFOLK, Va. — A 49-year-old man pleaded guilty on Tuesday to raping and sodomizing a 14-year-old girl in Norfolk over the summer, the City of Norfolk announced Friday.

Jose Vazquez-Velazquez III was convicted of rape, forcible sodomy, object sexual penetration and taking indecent liberties with a child under the age of 15.

The teenager's mother reported the incident to Norfolk police on June 6. The mother claimed her daughter had been kidnapped and Vazquez-Velazquez had raped her.

When detectives responded to Vazquez-Velazquez' home on the 300 block of Olney Road, he claimed he was the only person there. Officers circled the block and found the victim walking down the street.

She told police she had been thrown out of Vazquez-Velazquez' home when the detectives arrived at his front door.

The teen and her mother were taken to the Children’s Hospital of The King’s Daughters. The physical evidence gathered was used to later confirm Vazquez-Velazquez' DNA was present, police said.

He faces a maximum sentence of 35 years. His sentencing is scheduled for Jan. 12, 2024.
