Man accused of deadly shooting at Hampton Rally's turns himself in

The Hampton Police Division said Elijah James-Sanders turned himself in without incident on Monday morning.

HAMPTON, Va. — A man accused of shooting and killing a teenager at a Rally's Drive-In restaurant in Hampton last year has turned himself in, police say.

Elijah James-Sanders is charged with second-degree murder, burglary with the intent to commit assault, use of a firearm in the commission of a felony, discharging a firearm in an occupied building, and wearing a mask in public.

The shooting happened on Nov. 22, 2023, in the 1000 block of West Mercury Boulevard. Investigators with the Hampton Police Division think that the victim, an employee at the restaurant, was involved in a fight with James-Sanders. After the fight, police say the suspect displayed a firearm, shot the victim, and got away.

The U.S. Marshals offered a $5,000 reward for information leading to James-Sanders' arrest.

On Monday morning, police said James-Sanders turned himself in without incident.
