Gang leader gets life in prison after 'brutal' mob attack leaves Norfolk woman with irreparable damage

The attack resulted in injuries that the woman will have to live with for the rest of her life, including losing her right eye and losing hearing in her right ear.

NORFOLK, Va. — The leader of a gang was sentenced to life in prison plus 38 years Monday on charges stemming from a "brutal" mob attack in 2020 that left a fellow member with irreparable injuries, according to the Norfolk Commonwealth's Attorney Office.

In April 2020, prosecutors claim Brandon Winnegan of Newport News permitted nine members of the Rollin' 20's Outlaw Bloods to assault a 21-year-old woman who wanted to leave the group. The violence unfolded at the apartment of one of the gang members who was hosting the group and their children. 

During the party, officials say some of the women in the gang inflicted "disciplinary punishments," which were part of the gang's initiation, against the victim.

When the victim said she no longer wanted to be part of the Outlaws, prosecutors say members grew angry and began beating her, with some calling for the killing of the woman as she was "becoming a liability."

"The brutal, hours-long mob attack perpetrated by people whom the victim once considered family involved her being beat, strangled, stabbed, and forced to drink bleach. The assault culminated in the victim being shot in the face and left for dead," prosecutors described in a release.

The attack resulted in injuries that the woman will have to live with for the rest of her life, including losing her right eye and the ability to hear from her right ear. She also suffers from a number of neurological issues like numbness and vertigo. 

Prosecutors said the woman's son, though not physically injured by the suspects, "will face the trauma from witnessing his mother’s attack as he grows up." He was placed in foster care while his mother was recovering.

Here's the outcomes of each of the ten members accused of the April 2020 attack:

Winnegan, 34, pleaded guilty to conspiring to commit malicious wounding, the use of a firearm in the commission of a felony, abduction, participating in a criminal act for the benefit of a gang, aggravated malicious wounding, child neglect and the possession of a firearm by a non-violent convicted felon within the past 10 years.

Skylar Webb, 22, of Chesapeake was sentenced to 35 years in prison with 30 years and six months suspended, leaving her a sentence of four years and six months. She pleaded guilty to to malicious wounding, conspiring to commit malicious wounding, aggravated assault by mob and participating in a criminal act for the benefit of a gang.

Toporshia Hodges, 25, of Chesapeake was sentenced to 51 years in prison with 30 years suspended, leaving an active sentence of 21 years. She pleaded guilty to abduction, participating in a criminal act for the benefit of a gang, aggravated malicious wounding, conspiring to commit aggravated malicious wounding, the use of a firearm in the commission of a felony, child neglect and hazing of gang member.

Tavarrius Mitchell, 21, of Portsmouth was sentenced to 70 years in prison with 36 years suspended, leaving a prison sentence of 34 years. He pleaded guilty to abduction, participating in a criminal act for the benefit of a gang, aggravated malicious wounding, conspiring to commit aggravated malicious wounding, the use of a firearm in the commission of a felony, child neglect and the possession of a firearm by a previously convicted violent felon.

Deondre Watkins, 26, of Portsmouth was sentenced to 68 years in prison with 32 years suspended, leaving an active sentence of 36 years. He pleaded guilty to abduction, participating in a criminal act for the benefit of a gang, aggravated malicious wounding, conspiring to commit aggravated malicious wounding, the use of a firearm in the commission of a felony, child neglect and the possession of a firearm by a previously convicted violent felon.

Asja Smith-Moore, 23, of Virginia Beach was sentenced to 8 years in prison with 31 years suspended, leaving an active sentence of seven years. She pleaded guilty to malicious wounding, conspiring to commit malicious wounding, aggravated assault by mob, participating in a criminal act for the benefit of a gang, concealing or destroying physical evidence of a felony offense and child neglect.

Javonne Hodges, 25, of Chesapeake was sentenced to 13 years in prison with six years and six months suspended, leaving a sentence of six years and six months. He pleaded guilty to abduction, participating in a criminal act for the benefit of a gang, conspiring to commit aggravated malicious wounding, grand larceny, and concealing or destroying physical evidence of a felony offense.

Sadia Brown, 27, of Norfolk was sentenced to 16 years in prison with 11 years suspended, leaving a sentence of five years. She pleaded guilty to malicious wounding, participating in a criminal act for the benefit of a gang, aggravated assault by mob, conspiring to commit malicious wounding and child neglect.

Ginger McAfee, 21, of Virginia Beach was sentenced to 21 years in prison with 15 years and six months suspended, leaving an active sentence of five years and six months. She pleaded guilty to participating in a criminal act for the benefit of a gang, malicious wounding, conspiring to commit malicious wounding and aggravated assault by mob. 

Xavier Walker, 26, of Virginia Beach was sentenced to 10 years in prison with six years suspended, leaving an active sentence of four years. He pleaded guilty to conspiring to commit malicious wounding and participating in a criminal act for the benefit of a gang.
