PHILADELPHIA Malnourished, abused and held captive in a basement in Philadelphia. It's hard to imagine the conditions in which four mentally-challenged people, including a Norfolk man, were forced to live. 13News takes you inside what's been called the Philly Dungeon with the person who found the victims.

He said he'd never seen anything like what he saw that day in October. He described the sickening smell and horrible conditions in the 6' by 10' room.

The man missing from Norfolk, Herbert Knowles, had been chained with a padlock. The others, the landlord says, really couldn't walk on their own.

The apartment several floors above, where the suspects lived, was filthy. Investigators say more than a dozen people, including children, lived there.

The central figure in the case, Linda Weston, supposedly brought them with her. The landlord says a teenager was locked in one of the closets for several days.

Weston, along with her daughter and boyfriend, are accused of barricading the four and abusing them. Investigators believe Weston, who once lived in Norfolk, had been stealing the victims' Social Security checks.
